Residents attending the meeting said they thought it was a "shambles".
People expecting to be at a sit-down public meeting were surprised to find there were display boards showing plans and representatives from St Modwen on hand to talk to.
Kathleen Brown, of Ridgefield Road, said: "It isn't a meeting - it's just for them to show the plans - we expected to come and have some sort of discussion to put our side."
Georgia Clare said some people had been put off going because they had to fill out a form to attend but then the forms weren't checked on the night.
Fellow resident Sue Wesbury said the meeting was a "shambles".
Ian Romano, of St Modwen, said: "This is the first public meeting - we are not saying it's going to be the only one.
"We generally find this is the best way to inform people."
Mr Romano said a planning application would probably be submitted to Dudley Council in June.
