Island artwork will only amuse vandals

Not content with spending thousands and disrupting traffic for months to make the Grange Island more dangerous than it was before, the planners intend to spend more of our money erecting a piece of artwork on the island.

This will only serve to amuse the vandals and graffiti artists instead of installing traffic lights to regulate the traffic flow making it safer for motorists and pedestrians.

Am I missing the plot somewhere ?
