Am I blind or are some drivers seeing a non-existent sign at the top of Mucklow Hill?

Quite clearly at the top of the hill is a red triangle showing two lanes joining into one – the standard warning sign that a dual carriageway is about to end with both lanes merging into one single lane.

It seems that many motorists are seeing a sign showing the outside lane finishing – denoted as an ahead arrow to the left and a T symbol to the right. There is no priority to lanes when they merge at the top of the hill, and to merge correctly takes one vehicle from one lane, then one from the next. If it had been intended that drivers were only to use the inside lane, then Mucklow Hill would not be a dual carriageway. Every morning I see inconsiderate drivers from the inside lane, as far back as halfway down the hill, trying to block off both lanes. Without there being an obstruction to the side of the carriageway, this is a driving offence. And as for the drivers who suddenly pull out when you are overtaking them (which is what the outside lane is for), they could be responsible for causing a car accident. If both lanes are not used correctly, then there is often a traffic blockage around the island. Our learner drivers are being taught how to use this dual carriageway correctly, so why not some of our more experienced drivers?
