Ryan Ederle is wanted in relation to the non-recent rape which happened in North Wales.
Detectives suspect Ederle may be living in the West Midlands or West Mercia areas.
North Wales Police have appealed for anyone who knows where he is to contact them and said there is no information that indicates he poses a risk to the general public.
