COUNCIL tax payers in Hagley will see an average £5 increase in their bills if Bromsgrove District Council's budget is approved.
Residents in band D properties will see their bills for district services rise by two percent from £223 to £228.
Extra spending in the district will include £50,000 for community hubs in libraries and £54,000 to refurbish bus shelters.
The council has made savings including a reduction of £130,000 in insurance spending, £54,000 from a management review and cutting £400,000 from borrowing.
Council Leader Karen May said: “While this budget is a positive one, we will not become complacent as we are aware that future Government funding cannot be assumed nor relied upon.”
The council’s cabinet will consider the recommendations on Wednesday February 26 and are set to be approved by a meeting of the full council, which follows at 6pm.
